That might. 

You may get some warnings from the 3.11 system that your DHCP and DNS
are not configured correctly (because they point to the other system for
some purposes).

I'd try it with a subset of phones by setting up enough to generate the
configurations and then manually copying them to the 3.10 system as
Kevin suggested (as long as you don't Send Profiles on the 3.10 system,
they won't be overwritten).  That would check the compatibility of the
phone configs.
