I have committed the patch for phase 2 of config.defs removal and posted the patch for phase 3 to Jira (http://track.sipfoundry.org/browse/XCF-2809). Phase 3 involves directly generating the remaining dial plan rule files (authrules, mappingrules, and fallbackrules) from sipxconfig, with no need for the .in files.
