Force generating dial plan by runing: sixconfig.sh --first-run (if you run RPM version it's done for you automatically during the upgrade) I am actually working on getting patch for http://track.sipfoundry.org/browse/XCF-3194 checked in. With that change there is no manual activate: you need to edit your dial plan to get it pushed to all proxies (enable disable the rule if you have nothing else to edit).
