This is intentional. Dial plans are replicated automatically once changes are made that require the replication, after a short "time out" period to make sure we aren't doing too many back to back replications. However, I think it is an unfortunate side effect that we lost the "Show XML" functionality, as I found this quite useful. Maybe it would be possible to bring this functionality back and extend it in a way that we can show the resultant config files for all replicated data. I don't know how useful this would be in production code, but would be interested to find out.
