I'm running Polycom 3.1.2.0392 on my 650 with one sidecar against the scsdemo.ca system.
Yesterday, I added a bunch of speed dials, and selected some for monitoring presence (you're one of them! :-) ). I also added some other useful numbers off-system like my MeetMe bridge (looking forward to replacing that with our new conference server at some point soon). In sipXconfig, I reordered them in what seemed to me a pleasing and ergonomic way, but when I sent them to my phone they show up with all the monitored lines sorted up in the order and the unmonitored lines moved down; within those two groups the sort was stable (although it's not a long list, so it's not a great test). Is this the expected/documented behavior?
