Well - if device plug-in does not support restart because device does not need it to be restarted, then there is no reason to tell admin about it. If device needs restart but the plug-in does not implemented it then it would make sense to tell people to restart something manually. The problem is how do we tell those 2 apart. That said: do we have any device like that?
