Query regarding ACD Monitor Presence:

My setup:
Assign Agent A1, A2 to Q1 and
Assign Agent A1, A3 to Q2
[Note Agent A1 is common to both the Q1 and Q2]
Assign line1 to Q1
Assign line2 to Q2.
Set the following parameters for Q1 and Q2
Call routing scheme : Ring all
Answer mode :Immediate
Maximum ring delay : 30
Maximum wait time 150
Enable the monitor presence on agent A1.
[Agent wrap-up time ,Agent non-responsive time,Bounce-count=0]
Scenario:
After the configuration is done activate the ACD server.
Dial the line1.Agents in the Q1 (A1 and A2) starts ringing.
Answer the call on A1 and hangup.(A1 is back on hook)
Dial line2,what should be the expected behavior?
Current behavior: Only A3 in Q2 starts ringing.A1 remains idle.
According to my knowledge when I dial line2, both the agents A1 and A3
should ring.
While searching in the Jira I came across an Issue XCF-2395("Always
Available" agents do not appear in "ACD Presence' list as being signed
in) where at the end,a comment says that "/we should remove both Always
Available and Monitor Presence from UI instead of fixing this issue."
/Kindly suggest If I have to open an issue with respect to my above
scenario or is this parameter going to be removed from the UI.
