If early media required 100rel, a lot of problems would be reduced. But I fear that it is not so. I've not heard of such a rule on the SIP mailing list, and I can't find any statement like that in RFC 3262. (There are no occurrences of "early" or "media", and no use of "MUST" is in a statement like this.) Can you point me to the reference in the Sofia code?
