My observation about such providers has been that you *can* send them REGISTER even though they dont require it -- they will simply accept the REGISTER with an OK. In other words, if the REGISTER times out your ITSP is not reachable. On the other hand if you send them an out of dialog OPTIONS, it is rejected with a 4xx.
