Of course you are correct in general.

When you add a new sipx server and you are configuring reconfiguring
DNS to enter the new server as an SRV record.  You will also be
reconfiguring sipx. The two are not done independently of each other.
You will be expected to restart the services. I believe sipxconfig
will expect you to do that.  Is there something wrong with this
statement?
