Probably should not be stored in /var/sipxdata/upload -- it would be very
confusing.
This directory is created and managed by sipXconfig to track the firmware
it knows about. You are trying to add the firmware sipXconfig does *not*
know about. Better not to do that. Besides sooner or later someone will add
'devicefiles' as a frimware type.

Also firmware RPMs should not rely on sipXconfig RPM being installed and
consequently it should not rely on any directories that are managed by
sipXconfig.

I like Carolyn's proposal much better.
