Check mappingrules.xml - see if it properly sends the calls to a secondary
server (search for SipXVoicemailServer permission)

I also think that in order for the Voicemail UI working properly you need
to configure NFS share - since the only way sipXconfig has to get to the
voicemail storage is access it on the disk.
'sysdir.mailstore' in sipxconfig.properties needs to point to voicemail
storage.
