Yes - it should be.  

It's not sufficient for us to just change where email gets sent from the
various alarms sipXecs generates.  There are Linux facilities that also
generate important alerts (like security monitors, disk health monitors)
that will by default go to 'root'.  Rather than have to track down and
configure all of them (and keep up with new ones that appear), we should
do what 3.10 did and forward root email to some configured address.
