Media Service (more commonly known as freeswitch) is quite smart: it can be made to read new configs without having to restart anything. I am not sure why enabling/disabling conference role asks for restarting any services - that looks like a minor issue to me: but it's possible that there is a configuration file that gets changed in the process and neither Call Resolver nor Media Relay are as smart as freeswtich sipXconfig has to request the restart.
