I just noticed something on my system that I suspect wasn't the intended
behavior.  A new redirect plugin called 'USERPARAM' has been added and
the registrar-config file gives it ordinal number '90'.  Unfortunately,
the plug-ins are called in lexicographical order which results in the
following sequence:

100-PICKUP
110-REG 
120-ALIAS 
130-MAPPING 
140-FALLBACK 
150-ISN 
160-ENUM 
90-USERPARAM
900-PRESENCE 
997-SUBSCRIBE 
998-TIMEOFDAY 
999-AUTHROUTER 

Notice how the USERPARAM plugin is executed between 160 and 900.  I
think that the original intention of the designer was to see the
USERPARAM plug-in executed first.
