It would help to save the database on error shutdowns, yes. But given that the IMDB state might not have been updated for messages already sent, I think we need to consider how reloading persisted subscriptions is handled. Suppose that when we reload subscriptions, we add 100 to the notify CSeq and the notify version. That would handle most failure cases, I think.
