Please check sipXconfig/plugins directory. You should be able to clone one of the existing plug-ins, remove .java files, remove files under etc and put the files relevant to you phone there. Edit build.xml (it's just need name changes) and try running 'ant' from your plugin directory and see if your plugin gets built...
