The authrules.xml file definitely does NOT contain the dial pattern for
the Site to Site dialing rule.
My reasoning behind this setup was not really for any complex but simply
to test the CDR call tags to be able to easily generate different types
of calls (i.e. Incoming, Outgoing, Tandem, Toll Free, Long Distance,
....) and ensure that they're identified properly in the CDR records and
in various reports.
