I inherited those 2 and I am sure why they are connected. XX-5552 should be about letting users to modify their phonebooks - so I would expect some changes to phonebook page - but it does not seem to make any changes there. XX-5536 about letting users to modify their contact information (specifically avatar): which should mean changes to Contact Information tab for the user and for the admin. The attached UI proposal actually contains the changes to "My Information" tab which would be OK as well. But it looks like XX-5536 relies on XX-5552, which seems to be adding new Contact Information tab. I even tried to take 5552 just to see how it's working but all I can see is an empty new tab. Anybody has idea on how to disentangle it? I would happily take some smaller patches with REST functionality and maybe admin portal support for avatar if it's going to get us closer to the goal.
