This used to be true in the old voicemail system too.

It came up once before (many many moons ago), and the discussion at that
time concluded that it might be considered a feature, since you don't
loose the (possibly important) messages.  I actually don't remember
whether or not I had an opinion then, and I'm not sure I have one now
either...
