Yes, indeed this is intentional. The workflow is as follows:
 - if user is assigned to a branch, he can choose whether the branch address is to be used as his office address. By default, this is the implementation (i.e. by default the Use branch address checkbox is checked). The user can choose to uncheck the checkbox and the office address fields will be shown allowing him to provide an office address.
- if the user is not assigned to any branch, there will be no checkbox, and the office address fields will be visible.
Logged in as End User and checked for 'Contact Information' link under My Information tab. But the link is  removed from the page.
