Any character that is a valid part of username in SIP URL should be allowed. Detailed description here: http://www.ietf.org/rfc/rfc3261.txt Specifically those characters are OK: -_.!~*'()&=+$,;?/ Is '$' is causing problems with freeswitch? That should be probably raised as a freeswitch issue: we can limit it if there is no chance of fixing that on freeswitch side.
