Sometimes that's a service that the ITSP can provide. Generally, doing traffic studies is in their best interest, as it usually sells more trunks for them. And, they can apply engineering principles to it to establish predefined availability strategies.
Also, Call Accounting packages generally create that data using reports from the real time data collection they do.
