Two years ago (wow, time flies!) a change was made to JAIN-SIP that
allowed us to send an Alert-Info header with just a string (rather then a
URL as the spec calls out.) This was to support paging Polycom phones
which didn't accept a URL, and instead wanted a simple string.
There is a JIRA (XX-6942) showing Paging isn't working anymore, and it
appears to be due to an exception thrown by JAIN-SIP when we try to format
that non-conforming Alert-Info header:
