If the message you tried to send to the chatroom was sent from a valid XMPP account on the system then that is a bug - please open a tracker. For the record, a moderated chatroom is one where only the XMPP users belonging to the openfire server will be allowed to type messages into the chatroom. Any user connecting from a foreign account (a jabber.org or googletalk account for example) will not be able to type anything into a moderated chatroom. These users are said to be without a 'voice' in XMPP-speak and show up with a different icon in the chatroom occupant list in the pidgin client.
