Sorry for not responding earlier. Putting the settings in the
/etc/sipxpbx/sipxregistrar/registrar-config.vm seems to do the trick.
Is this the file, which you meant by config file template?

A real fix would be to work out a fix for:

http://track.sipfoundry.org/browse/XX-5062

which calls for modularizing and generalizing the plugin infrastructure.

In the shorter term, I suspect that you'll need to either modify the
template from which the registar-config file is built and/or add some
code to sipXconfig somewhere to ensure that your plugins are properly
included.
