If I read this right, the idea is to be able to tell the system to bypass the normal call routing rules, as this is a "special" call. If that's the case, there is certainly no need for a "prefix" here. A "prefix" is something a user would dial on a keypad. As no user should ever be able to actually DIAL this number (it's a special case of routing instructions), a prefix makes no sense.
