While it would be nice to give the user an override to say, "When on the phone, what do you want your State to be?" (Personally, I am in Virginia, but I know a lot of you are in your own states, ha ha.) I don't think there's anything to prevent someone from sending or receiving a message while they are on the phone. The same way BLF works on a phone and the "head and shoulders" turns into something else and goes RED, my opinion is the state should be along those same lines for XMPP for uniformity and to lessen the questions users ask "how come it isn;t red there too?".
