Some thoughts: You might want to look at the existing testing frameworks. SIPp comes to mind.
Don't get too invested in the idea that it suffices to have a canned set of SIP messages which can be emitted toward the DUT and to compare the responses to a canned set of SIP messages. In SIP, the output messages are not a deterministic function of the inputs. And some input elements are required to be unique over all space and time, or at least over the 3 minutes it takes the DUT to forget the previous dialog. This sounds like a very good idea, but it's going to be considerably more work that it first appears to be.
