Letting admin configure them for the group allows for initializing the default list for users that won't bother. Once you makes sipXconfig collate speed dials you might be gaining some functionality, but you'll also lose a simplicity of the current solution. Admin won't be able to assume any more that default speed dials end up in specific slots. It does look like a simple thing to implement but I would not change it unless users asks for it.
