With the current way this was done this is expected behavior.  If the
admin adds you to a group that has PA the only way to remove it is to
ask the admin to take you out of the group. 

If an admin chooses not to add PA for the user there is no reason the
user can manually add the PA as a buddy. 

There was discussion on the list to allow the user to have a button in
the user portal to add the PA.
