Personally, I recommend always staying with the latest stable release if possible. A huge amount of effort went into making upgrades easier and more predictable in 4.0, so for most people it should be painless (it does require restarting, so don't do it during working hours). If you're not having any problems, don't sweat it, but if you _are_ having some problem (any problem), getting to the latest release should be one of your first steps.
