On a second thought, since Branch basically corresponds to a physical
location, maybe we should not allow group
associations as above.
I really think that an user *can* belong only to groups from the same
branch, or only to groups that have no branch associated
1. For groups from the same branch - preselect the branch and no other
branch should be available for selection
2. For groups with no branch - no change should be done: any branch
can be selected if wanted
