I don't like the c) option, because it is not consistent with how
inheriting of settings from multiple groups works everywhere else. But
there's a general problem with how sipXconfig handles this. See
XX-5590, and http://list.sipfoundry.org/archive/sipx-dev/msg07192.html
The XX-5569 change was a one-off to fix this particular instance of the
problem. I can accept it, but the c) option must work well when the
user does not belong to any groups.
