This was introduced with http://track.sipfoundry.org/browse/XX-5994 : the presencerouting IMDB table was only declared as a resource for SIPRegistrar but Operation support not in place yet. As a temporary fix you can try to remove <imdb>presencerouting</imdb> from sipXregistry-process.xml - presence routing replication will fail with IMDB table not found but I assume Registrar will start OK.
I removed <imdb>presencerouting</imdb> from sipXregistry-process.xml and
issued a complete restart.
'SIP Registrar' service was successfully started.
