The idea about being selective was to try to impact as few things as
possible with the introduction of the subscribe auth plug-in.  The good
news is that the selectivity is a configuration parameter in the
registrar-config file but again, I do not think that the event-package
selectivity behavior is related to the problems we are seeing here.
