If a group has a branch, then this branch is inherited by all users
that are assigned to that group.
You can assign different branches to a user, only if this user is not
assigned to a group, or if the
user is assigned to a group with no branch associated. In these cases,
there is no branch to inherit,
so the user can have any branch associated, if wanted.

I believe that the sipXecs administrator will be confused if he would
have 3 users that belong to a group with branch Ottawa
and one user that belong to the same group (Ottawa) but with branch New York.
What is the purpose to group users to Ottawa group, but inside to have
a user from New York?

I agree that the UI interface can be improved to reflect this; but I
remember that there is a label there that displays the name of the
inherited branch
(if any).
