If a group has a branch, then this branch is inherited by all users that are assigned to that group. You can assign different branches to a user, only if this user is not assigned to a group, or if the user is assigned to a group with no branch associated. In these cases, there is no branch to inherit, so the user can have any branch associated, if wanted. I believe that the sipXecs administrator will be confused if he would have 3 users that belong to a group with branch Ottawa and one user that belong to the same group (Ottawa) but with branch New York. I agree that the UI interface can be improved to reflect this; but I remember that there is a label there that displays the name of the inherited branch (if any).
