It appears as if bandwidth.com had not received the ACK from the previous re-INVITE, or it had just sent an INVITE/UPDATE which crossed with sipXbridge's re-INVITE, but either situation would show messages from bandwidth.com that do not appear in the trace. It seems like a definite error on their part, and of course, if bandwidth.com refuses to accept a re-INVITE, there is nothing we can do.
