At present a User can import contacts into Phonebook for that User from
the User portal (Gmail contacts)

Even if the User has Gmail contacts with no Telephone numbers at all
configured these contact imports are still allowed.

My question is should they be still be allowed when no telephone number
exists for that contact or should they simply be rejected during the
import?

These imported contacts seen in the User Portal with no phone numbers
cause inconsistencies in the IP set UI Phonebooks as follows (see
XX-7759):

Case 1 :
If the contact in the Gmail address book has only First name, Last name
and E-mail address, contact still gets imported into the SCS and also
seen on the TUI's as follows :
1.Nortel 12xx displays First name, Last name and Phone number as
"${entry.Number}"
2.Polycom displays First name, Last name and phone number as
"${row.Contact}"
3.SMC displays First name, Last name and phone number as
"${entry.BusinessNumber}" and softphone as "null".

Case 2:
If the contact in the Gmail address book has only First name and Last
name, contact still gets imported into the SCS.
1.Polycom phones and SMC phones do not display this contact on TUI where
as,
2.Only NORTEL 12xx displays the contact with First name, Last name and
phone number as "${entry.Number}"

Case 3:
If the contact in the Gmail address book has only First name, Last name
and Work Fax number, contact still gets imported into the SCS.
1.Polycom phones and SMC phones do not display this contact on TUI where
as,
2.Only NORTEL 12xx displays the contact with First name, Last name and
phone number as "${entry.Number}"

Case 4:
If the contact in the Gmail address book has only First name, Last name
and Mobile number, contact still gets imported into the SCS and also on
the TUI as :
All three phones Polycom, Nortel 12xx and SMC display Mobile phone as
Work phone number in the end user phonebook as well as on the TUI.
