I have always understood also that it means that the user/phone assignments will be provided. While the user/phone may be part of a group, the group is created if it does not exist upon import. The newly created group will have no settings other than the default. The only was I know of currently to achieve moving group settings to another server is by backup/restore. Maybe a separate option for phone/user groups import/export is possible? This is a good question and I could see it could make backup/restore an easier process for a lot of people.
