There are many things that can be accomplished by associating some setting (such as auto conference assignment) with membership in a user group. The CSV import mechanism is intended for bulk assignments, and can include the association of users and phones with a group so that the capabilities of the groups can be used during the import. It is not the intention of the CSV import mechanism that it be able to fully configure a system.
