OK, Al just pointed out that the Admin can configure this for Users Under User 
Permisions > Configure Music on Hold
It is checked by default

That is correct behavior.  A user-specific setting always takes
precedence over any setting from a group.

Does not seem correct to me that a User from the User Portal can override the 
Company User Group Policy MOH settings as there are music Copyright issues to 
consider.
