That seems like a good result, and a reasonable approach.

Where does the 15 minute number come from?

If it receives 408s (or other "transient" errors), the re-subscribe process 
will send SUBSCRIBEs at increasing intervals for about 15 minutes before 
declaring the subscription as failed.
