It is expected behavior. Freeswitch does not have any video codecs enabled by default so the video codec negotiation is failing.
Aside: Some time ago I experimented with video conferencing by enabling H.261 and H.263. I still got the same error in your screen shot but when I pressed the button again the video worked. Freeswitch video conferencing is coded such that the video of the loudest speaker is transmitted to all other video enabled participants. I found the video to be of poor quality though In short, there is promise for video conferencing in a future release depending on business priorities..
