I am reviewing patch for XX-7663, and noticed that it introduce a new
constraint for first / last extension fields - maxLength = 5. Since I didn't
find any discussion thread on this matter - is OK to limit extensions length to
5?

Nortel uses 7 digit extensions ("ESNs"), and I imagine many other large
companies use extensions over 5 digits. "What would GM do?"
