The short story is that in Subversion 1.5 and later, Subversion keeps track of information very much like what svnmerge.py does, using the svn:mergeinfo property. In Subversion 1.4 and earlier, Subversion treats the svn:mergeinfo property like any user-defined property. I believe that the sipXecs project does not currently use the svn:mergeinfo property.
