The fix for http://track.sipfoundry.org/browse/XX-4416 ensures that RLS server does not fork dialog subscription to forward targets. Directed call pickup is a very similar case. Call pickup Registrar plugin should be similarly restricting the target with "sipx-userforward=false" and "sipx-noroute=Voicemail".
