It doesn't seem like something that should be too hard.  

BTW, it's Jetty running on port 8443, not Apache.  A fix for what you're asking 
would be a lot easier if the Jetty config legwork were already done.

   - sipXconfig/plugins/cmcprov/context/WEB-INF/web.xml
   - sipXconfig/web/context/WEB-INF/web.xml
   - others?

If you can see how to do what you want, then please raise a JIRA with the info.
