I'll assume this is the case and open a bug and probably submit a
patch.  I assume sipXivr picked this format to be compatible
w/sipXvxml only took it one step too far and localized it.  My fix
would be to settle on us english as I'm sure that's what sipXvxml
used.  I'll also fix sipXconfig not the abort if date cannot be
parsed.
