Tony,

I searched in the sources but I didn't find when this condition was
introduced - so this behavior is not new.
I'll keep the replication of dial dial files only when gateway is updated
but I'll change the replication of sipxbridge.xml file in order to have
<itsp-account> tag on gateway creation.
